Damage is per projectile and fire rate is shots per second, both before upgrades. Shotguns fire several pellets per shot, so their real damage per shot is higher than the number shown.

Early game: pistols and the SMG

The Officer Pistol at 450 credits is the easiest upgrade: more damage and a faster fire rate than the starter, at a price you reach in your first runs. The Vector SMG fires 13.5 rounds a second, the fastest in the game, which makes it strong against crowds of weak walkers and runners.

Mid game: carbine and assault rifle

The Combat Carbine and Assault Rifle balance damage, fire rate and range, and they stay useful for a long time. The Street Sweeper and Riot Shotgun hit very hard up close but leave you exposed on open maps, so they suit corridor maps best.

Late game: heavy weapons

Armored and Elite zombies and the bosses are where the Heavy Rifle, Helix Caster and Void Lance shine: high damage per shot with punch-through. The Flak Cannon's splash is the opposite tool, built for clearing packs. Whatever you buy, upgrading Power and Fire Rate on it matters as much as the gun itself.
